Guam’s families are being squeezed by rising costs, growing pressures on our communities, and ongoing economic uncertainty. Too many people are working hard yet struggling to keep up, while confidence in basic government services has eroded.
Putting Guam First is a practical, solutions-driven plan focused on lowering the cost of living, protecting the people and places that make Guam home, and building a stronger, more resilient economy. It prioritizes creating local jobs, strengthening family stability, supporting first responders, tackling the drug epidemic, and exercising responsible stewardship so Guam’s future is built for those who live here.
The Ada–Calvo administration will govern with fiscal responsibility, transparency, accountability, and disciplined spending. Just as importantly, it will restore focus on the fundamentals of government: ensuring our children receive a quality education, our community has access to a reliable and functioning hospital, and our laws are consistently enforced, from removing abandoned vehicles to addressing illegal dumping and long-neglected, run-down properties.
Guam must continue moving forward and expanding opportunity, but progress begins with competence. Putting Guam First means getting back to the fundamentals, delivering basic services reliably, enforcing the law fairly, and building a government that works for the people it serves. This agenda is not about political talk. It is about responsibility, accountability, and results.

Improve access to healthcare and benefits for veterans by strengthening coordination with federal partners and on-island services.
Expanding Mental Health and Recovery Support
Expand access to mental health and recovery services so individuals and families can get help before challenges reach a crisis point.
